Some of Star Wars' most beloved characters first appeared in the Legends universe, and while it's great when they can return in new stories, Disney Star Wars has made it almost impossible for some of them to become canon again. Star Wars canon has brought back some fan-favorite Legends characters, including Beilert Valance and Grand Admiral Thrawn, and there's still room for others to return, as well. However, some Legends characters wouldn't fit into the new canon timeline, either because their stories would have to be changed or because a new character has filled their role.
This is especially true for Legends characters whose stories primarily took place after Return of the Jedi. George Lucas's Star Wars movies and The Clone Wars form the foundation of canon and Legends, so many pre-Return of the Jedi characters could stay the same in canon. The Star Wars sequel trilogy, meanwhile, told a new post-Return of the Jedi story in canon, making it harder to bring back certain characters from Legends. This is also the case for stories centering around the birth of the Rebel Alliance, as canon and Legends took different approaches with the characters involved.
